Strategic Framing

We begin by clarifying the institution’s goals, constraints, priorities, and timing. Are you pursuing specific enrollment or financial goals? Are you looking for high-impact new programs with significant revenue potential, or more modest additions that can be taught largely by existing faculty? Are there specific student populations you seek to serve, employer relationships to develop, or mission priorities to advance? Strategic framing helps define what success should look like and how opportunities should be evaluated.

Ideation

The best program decisions begin with a clear view of the full landscape of opportunity. UQ helps institutions develop a broad set of new program ideas, drawing from both campus stakeholders and market data. We work with you to gather ideas from the campus community, including admissions teams, faculty, staff, students, alumni, board members, and area employers. Winnowing

Detailed Planning and Final Decision

For programs that pass the winnowing stage, UQ supports deeper planning. This typically includes detailed financial pro formas, curriculum planning, accreditation analysis, staffing and facilities assessment, marketing and admissions considerations, partnership opportunities, implementation timelines, governance requirements, and post-launch assessment plans.

We also help identify the specific next steps required to move each program forward, from internal approvals to external accreditation, state authorization, or board review. By the end of this phase, the institution has a clear basis for deciding which programs should move toward launch. Post-Launch Assessment
